Alcohol consumption in Cariboo Memorial Complex

A recent report from Geoff Paynton, Director of Community Services, states that the illegal consumption of alcohol at the Cariboo Memorial Complex continues, despite efforts working directly with user groups to curb the issue. He states that some user groups continue to ‘blatantly defy the law in this regard.’
The user groups in question are ‘adult ice users’ and the proposed recommendations include significant penalties.
- First offense—a written warning outlining the infraction and clarifying next penalty steps
- Second offense—one week cancellation of all bookings for entire league or group with no refunds
- Third offense—two week cancellation of all bookings for entire league or group with no refunds
- Fourth offense—suspension so entire league or group pending review by Joint Committee
The report states that in the past few years, alcohol consumption in a facility like the Complex has been flagged by City insurers as a ‘high-risk, high-liability issue that needs to be dealt with’ or risk ‘significant legal exposure should a major incident happen as a result of alcohol consumed at the CMRC by a member of a user group.’
"We are taking this very seriously and it cannot continue," Councillor Walters stated. "We need to make a clear statement here, and after this goes to Joint Committee we will sit down with all the user groups and lay this out."
Councillor Rather said that there would be 'no tolerance' of alcohol in the Complex, and Council voted unanimously in favour of the proposed recommendations.
